FIREARMS LICENSING DIVISION
CCW LICENSE PURPOSE AND APPLICATION PROCESS

‎
A license to carry a concealed weapon (CCW License) permits its owner to carry a concealed weapon on their person for self-defense and defense of their personal property, in compliance with set rules and regulations.

CCW License Application Criteria:
A person wishing to apply for a CCW License must:

Not be in violation of the license prohibition criteria;
Be at least 21 years old;
Must have a clear criminal record. (Prove it by Records Request)
Be a legal resident of the United States of America;
Possess a good cause for the license;
Possess a valid San Andreas State Driver's License;
Pay a monetary fee of $55,000 for an initial license valid for 3 months.
Pay a $50,000 fee for license renewal upon expiration, applicable for each 3-month extension.
(( Must be at least Level 5 on the character that is being used to apply. ))

CCW License Application Process:

Prior to applying for a CCW License, the applicant must read all relevant documentation and ensure they understand the application proces.
Any person interested in applying for a CCW License can submit their application as long as they meet application criteria.
After submission, the application will undergo an initial review by a Firearms Licensing Officer within 48 hours. Based on the evaluation, the application may be approved, put on hold, rejected, or disqualified if errors or incomplete information are found. If approved, a final assessment will be conducted by a Lead Licensing Officer before the license is granted, marking the end of the application process.
If you currently possess a CCW license, you have the right to re-apply for a new license. Once your new application for a license has been reviewed and issued, your previous is no longer valid.
If the application is approved, the applicant will be able to request the CCW examination. The examination tests the applicant's knowledge of regulations surrounding firearm usage, and relevant state law. It may also pose questions with hypothetical situations, whereby the examinee will be expected to choose what response they find most suitable.
(( An applicant should not contact any Records & Licensing Division member, or any law enforcement faction members in general, in regards to the status of their application. All applications are handled as soon as possible. Contacting Firearms Licensing Division staff in regards to application status can result in an instant denial or disqualification, depending on the circumstances. ))

CCW License Payment Process:

The applicant will be required to pay a $55,000 fee for the initial 3-month license. The license will only be issued once the payment has been verified and approved by a Firearms Licensing Officer (FLO).
For renewals, a $50,000 fee must be paid and validated by an FLO before the license can be extended.

CCW LICENSE USAGE REGULATIONS

To qualify for a Concealed Carry Weapon (CCW) license in the state of San Andreas, you must clearly demonstrate that you face a greater level of personal risk than the average individual. This could include ongoing or likely threats to your safety or the safety of close family or friends, or a documented history of repeated violent encounters suggesting you are being specifically targeted beyond what is considered normal.

When presenting your reasoning, it is helpful to include relevant background such as your occupation, place of residence, any prior experience with dangerous situations, or familiarity with firearms. Licensing officers may request supporting documentation to verify your claims—such as proof of employment, residence, threat assessments, or police reports outlining past incidents involving violence.

There is no maximum limit for your good cause statement, though it must be at least 75 words. Applicants are encouraged to take time to carefully articulate why carrying a concealed weapon is necessary for their protection, and how doing so would directly reduce the threat posed to them or their loved ones.

CCW License Usage Regulations:
A CCW license holder is required to follow the rules below. Failure to comply may result in revocation of the license or further penalties:

Firearms should only be revealed when facing a direct, immediate, or highly probable threat to life. If law enforcement is present, always follow their instructions.
Carrying a concealed firearm while consuming alcohol or under the influence of drugs is strictly prohibited.
Firearms may not be carried inside government buildings unless you are a peace officer or authorized employee on duty.
A CCW cannot be used while performing private security or bodyguard work unless you are a serving law enforcement officer with the appropriate clearance.
You may only possess and use the firearms listed in your application. Lending or sharing firearms is not allowed.
All firearms must be kept in safe, clean, and working condition at all times.
If detained while carrying, you must inform the officer of your CCW status and comply with any request to surrender the weapon during the detainment.
Firearms must not be used to assist peace officers unless you are explicitly authorized to do so.
(( Do not purchase weapons for other players. This is a bannable offense. ))
(( Only own the firearms approved in your application—no extras, no substitutions. ))
(( You are limited to one of each firearm listed in your PF/CCW application. ))

CCW License Revocation Criteria
A CCW license may be revoked by law enforcement under the following circumstances:

Brandishing a firearm without justified cause.
Carrying a concealed weapon without a valid permit, or openly carrying in restricted areas as defined by the Open Carry Assurance and Regulation Act.
Failing to identify oneself as a CCW holder when detained by law enforcement while armed.
Violating any of the CCW license usage rules or restrictions.
Being involved in any criminal activity where a firearm is used or present.
Transferring, selling, or allowing another person to use your registered firearm.
(( Engaging in a shootout with law enforcement officers. ))
(( Repeatedly participating in shootouts without valid in-character justification. ))
