OFFICES & ASSIGNMENTS

Office of Operations:
Office of Operations bertanggung jawab atas operasional sehari-hari di LSPD, ini adalah tempat dimana semua karir Police Officer dimulai. Office Of Operations mencakup Patrol Officer yang bertugas langsung di lapangan, dan Area Detective yang bertugas membantu investigasi dan memberikan bantuan intelejen jika dibutuhkan. Office of Operations dipimpin oleh Deputy Chief+ dan memiliki Bureau yang juga memiliki Area Detective dan Patrol Officer yang bertanggung jawab atas daerahnya tersebut. Ada sekiranya 2 Bureau yang berada di LSPD Office of Operations antara lain:

Setiap Bureau memiliki Area yang juga masing masing memiliki Commanding Officer + Assistant (Captain I - Captain III), Watch Commander + Assistant (Sergeant II - Lieutenant), Training Officer (P-III), Patrol Officer (P-II) dan Probationary Officer (P-I)

Office of Special Operations:
Office of Special Operations bertanggung jawab atas deploymen unit khusus untuk menangani situasi yang memerlukan unit spesial agar berhasil mendapatkan hasil yang diinginkan. Mereka bekerja pada bidang negosiasi, pengangkapan tersangka berbahaya, investigasi terhadap organisasi kriminal khusus, dan lain-lain. Office of Special Operations memiliki Bureau yang aktif dengan divisinya, antara lain:

Office of Support Services:
Office of Support Services bertanggung jawab dalam membantu administrasi lisensi, pelatihan anggota di dalam LSPD. Divisi ini memiliki 2 bureau yakni Administrative Services Bureau yang mengatur tentang perizinan (lisensi) dan legalitas lainnya yang membutuhkan bantuan dari LSPD, dan Training Bureau yang bertugas untuk melatih anggota LSPD agar bisa lolos di kualifikasi jabatan dan paygrade tertentu.

Professional Standard Bureau:
Professional Standard Bureau bertanggung jawab untuk menegakkan kebijakan, prosedur, dan arahan yang dilakukan oleh anggota LSPD, Selain itu Professional Standard Bureau memfasilitasi penerimaan komplain terhadap anggota LSPD. Professional Standard Bureau memiliki dua divisi yakni Force Investigation Division yang bertugas melakukan investigasi semua insiden yang melibatkan use of deadly force oleh petugas LSPD dan juga use of force yang melibatkan cidera yang perlu ditangani, dan Internal Affairs Division yang bertugas dalam menerima laporan komplain dari masyarakat terhadap petugas LSPD dan mengevaluasi semua petugas LSPD tanpa terkecuali agar dapat melakukan tugasnya sesuai dengan instruksi, perintah, dan prosedur yang diizinkan.


RADIO TERMINOLOGY, CODES AND CRIME BROADCASTS

Berikut adalah tabel audiotelephony yang dipakai pada saat berkomunikasi di radio:

STARTING PATROL When reporting on duty, whether in uniform or plainclothes, the unit must report "Clear," along with the watch during which they are assigned. 1A4, show us clear from the station.
ENDING PATROL When reporting off-duty, use "End of Watch" along with the location. 1L9, Mission Row Station, end of watch.
OFFICER NEEDS HELP When an officer requires immediate aid for a life-threatening incident or an incident that requires immediate aid because of serious bodily injury, death, or a serious threat to public safety is imminent. 1A1, officer needs help, shotsfired, Westbound from Little Seoul.
FIREFIGHTER NEEDS HELP When immediate police assistance is required because firefighters are being attacked, attack is imminent, or other emergency exists. 1L13, firefighter needs help, they're being shot at, Eastbound from La Puerta.
BACK-UP UNIT REQUEST When an officer requires additional units immediately, but the situation does not rise to the level where serious bodily injury, death or serious threat to public safety is imminent. 1A7, requesting a backup, man with a gun, Northbound from La Puerta Freeway.
ADDITIONAL UNIT REQUEST When an officer requires an additional unit for a non-emergency situation. The officer requesting shall include the location, followed by the unit identification and all other pertinent information. An "additional unit" request is not an emergency call and responding officers shall obey all traffic laws when responding. 1A3, Code Six on a blue sedan. Eastbound from Vinewood. Requesting one additional.
PURSUIT A unit announcing a "Pursuit" shall begin the message by stating: Unit, [Suspect's Vehicle Description], [Reason for pursuit], [Suspect's Description], [Location], [Last known direction], requesting backup, airship, and supervisor. 1L5, show me in pursuit of a black sedan, wanted for reckless driving. We've got two male occupants inside the vehicle. Eastbound from Hawick Ave, approaching Power Street. Requesting backup, airship, and supervisor.
CODE ALPHA Used by officers when organizing a meeting at a specific location. It can also be utilized for roll call announcements. 1A10, notify all Mission Row patrol division units for a Code Alpha at Mission Row Police Station.
CODE ONE When the control operator fails to receive an acknowledgment of a communication, a "Code One" shall be given. The unit to which a "Code One" is directed shall acknowledge immediately upon hearing a "Code One." Control, 1L3 code one.
CODE TWO A radio call accompanied by a "Code Two" designation is an urgent call and shall be answered immediately. The red light and siren shall not be used, and all traffic laws shall be observed. Utilized by control operators, it is not necessary for officers in the field to use or mention it in transmissions. N/A
CODE THREE A radio call accompanied by a "Code Three" designation is an emergency call. It shall be answered immediately, but in a manner which will enable the unit to reach the scene as quickly as possible with safety. Utilized by control operators, it is not necessary for officers in the field to use or mention it in transmissions. N/A
CODE FOUR When additional assistance is not needed at the scene of an "All Units" call, a "Code Four," followed by the location of the call, shall be broadcast. Radio units which are not assigned to the call and which are not at the scene shall return to their assigned patrol area when a "Code Four" is broadcast. Used only by the initiating unit/supervisor when concluding a situation/incident. 1A1, show us Code Four, suspect is in custody. / 1L20, show us Code Four, sufficient units on scene.
CODE FOUR ADAM When additional assistance is not needed at the scene of an "All Units," call but the suspect is still in the vicinity, a "Code Four Adam," followed by the location of the call, shall be broadcast. This should then be followed by a description of the suspect. Radio units which are not assigned to the call but which are on the way to the scene shall, when a "Code Four Adam" is broadcast, patrol or post themselves at strategic locations near the scene. 1A13, show us Code Four Adam at Hawick Avenue, a male white wearing white shirt and black jeans. Last seen heading Southbound towards Vinewood Boulevard.
CODE FIVE A unit intending to "stakeout" shall notify the control operator of the location and request a "Code Five." All units shall avoid the vicinity except in an emergency or in response to a call. 1A21, we're going to have a Code Five at Little Seoul.
CLEARING CODE FIVE When the need for a "Code Five" no longer exists, the originating unit, or the last unit to leave the scene, shall request the control operator to clear the "Code Five" at the particular location. 1A21, clearing Code Five at Little Seoul.
CODE SIX When a unit is conducting a field investigation and no assistance is anticipated, a "Code Six,” followed by the location, shall be broadcast. A unit shall not go "Code Six" until it arrives at the scene of a call. This transmission must also be utilized in situations such as a traffic stop. 1A9, show us Code Six, Southwest corner of Strawberry Avenue.
CODE SIX ADAM When an officer may need assistance in conducting an investigation, the officer should broadcast "Code Six Adam" with his or her location. Other radio units in the vicinity should then patrol in the general direction of the given location. 1A1, show us Code Six Adam, Eastbound from Murrieta Heights.
CODE SIX CHARLES When an officer receives a "Code Six Charles" in answer to a request for information on a suspect, the officer shall place himself or herself in a position of advantage over the suspect while awaiting arrival of assistance. When deemed to have sufficient backup, proceed promptly with the felony stop procedure. 1A3, Code Six Charles on a black SUV, wanted for assault on a peace officer, RO's John Doe, Northbound from El Burro.
CODE SIX GEORGE When an officer may need assistance in conducting an investigation concerning possible gang activity, the officer should broadcast "Code Six George" and the location. An available Gang Enforcement Detail Unit should respond, while other radio units in the vicinity should then patrol in the general direction of the location given. When a unit broadcasts "Code Six George" and later finds that assistance will not be needed, a "Code Four" and the location shall be given without delay. 1A1, show us Code Six George, Westbound from Vinewood.
CODE SEVEN When a unit desires to go out of service for free time, a request for "Code Seven," accompanied by the location his/her assigned vehicle will be parked, shall be transmitted to the control. The control operator shall instruct the unit to "Stand By" until it can be determined whether the request can be immediately granted. 1A1, request for Code Seven. / If granted, the response will be: "OK for seven." If not granted: "Continue Patrol."
CODE EIGHT This call is broadcast for general information when a fire has been reported at a specific location where there is a high fire hazard or a threat of personal danger to firefighters from hostile groups. Units in the vicinity should respond to the call but remain on the air available for calls unless it is necessary to assist or investigate. "Code Six" shall be used when it is necessary to go off the air. Control, any unit in the vicinity, we have a Code Eight at Vespucci Boulevard, have units respond with Code Two.
CODE TEN This call is broadcast when a clear frequency is required to check a suspect for wants and/or warrants. 1L8, Code Ten on two. Caleb Foster and Michael Gurney.
CODE TWELVE An officer who responds to a "Code Thirty," "Code Thirty Victor," and determines that there is no evidence of a burglary or robbery, and it appears that the false alarm was caused by equipment malfunction or subscriber error, shall broadcast "Code Twelve," the address, and firm name, if any. 1L5, Code Twelve at Downtown Vinewood Supermarket.
CODE THIRTY This call is broadcast for general information when a silent burglar alarm has been reported by an alarm company or by an automatic tape message. Control, any unit in the vicinity, we have a Code Thirty at Vinewood Market, have units respond with Code Two.
CODE THIRTY VICTOR This call is broadcast when a visual verification alarm has been activated. A unit shall be dispatched to respond to the call immediately. Officers responding shall only be interrupted to perform police work of major importance or to respond to a higher priority radio call. Control, any unit in the vicinity, we have a Code Thirty Victor at Vinewood Market, have units respond with Code Three.
CODE THIRTY-SEVEN Indicating a stolen vehicle. Only to be broadcasted by the control operator. Control to 1L32, we have a Code Thirty-Seven for the Black Mesa.
CODE ROBERT-RIFLE When an employee needs a Patrol Rifle the employee shall broadcast the unit designation, location, and “Code Robert-Rifle”. 1A6, Eastbound from Popular Street, Code Robert-Rifle.
CODE ROBERT-SLUG When an employee needs Slug Ammunition the employee shall broadcast the unit designation, location, and “Code Robert-Slug". 1A6, Westbound from Integrity Way, Code Robert-Slug.
CODE SAM When an employee needs a Beanbag Shotgun, the employee shall broadcast the unit designation, location, and "Code Sam." 1A6, Eastbound from Carson Drive Avenue, Code Sam.
CODE SAM-40 When an employee needs a 40mm Less-Lethal Launcher, the employee shall broadcast the unit designation, location, and "Code Sam-40." 1A6, Northbound Spanish Avenue, Code Sam-40.
CODE TOM When an employee needs a TASER, the employee shall broadcast the unit designation, location and "Code Tom." 1A6, Southbound from Dorset Drive, Code Tom.

BROADCASTS OF CRIME DESCRIPTION
The first officers to arrive at the scene of a crime shall conduct a brief interview with the victim or witnesses. Information, when applicable, shall be transmitted in the following sequence to the communications operator, without delay:
  • Type of Crime;
  • Occurred ______ Minutes Ago;
  • Location;
  • Vehicle Used (or left on foot);
  • Direction Taken;
  • Number, Sex, Descent of Suspects;
  • Outstanding Features;
  • Weapon; and,
  • General Type of Property taken.
Example:
"1A17, clear frequency for a Crime Broadcast."

"1A17, armed robbery just occurred approximately 10 minutes ago on Clinton Avenue. The suspect was last seen running southbound Vinewood Boulevard. The suspect is a male, 25-30 years of age, wearing a blue t-shirt and blue jeans. The weapon used was a .45 caliber stainless-steel semi-auto pistol. Property taken was $20 U.S. currency in the name of Doe, first name of John. KMA."


OFFICER SAFETY

When encountering any situation, you must ensure yours and others safety (prioritize yourself -> colleagues -> others) before engaging. Whether it's an traffic stop to active shooters, you have to maintain vigilant and observant before doing the act and call backup whenever you need. When encountering a life-threatening situation, you need to put yourself in a safe position, observe and gather the info on the situation and plan your approach. Do not push through and make yourself vulnerable if you don't know what you are dealing with, a quick thinking and perfect execution is critical in this situation.

After the situation de-escalated or you need to keep the area out from the unwanted person entering the area, you need to setup perimeter around the crime scene to prevent civilian entering the area and compromising the evidence and condition of the crime scene. This can be applied by tighten the road with barricade and cruiser or block the road completely if needed, in barricaded situation you need to setup perimeter at least 10-20 meter from the area of current active situation and a sufficient length gap on the entrance of the perimeter. situation perimeter required personnel within the area to maintain the perimeter and civilians approaching the area.

Perimeter Officer usually are being asked what happened in the area, simply tell them that there's something dangerous happening (someone getting hurt, a person getting shot, or tell them basis-information only to prevent a panic over the area) and tell them not to get close over the area. You can tell them to stand back and make more distance if necessary.

Officer are facing with many people with a diversity of condition, when they encounter with a subject/person of interest they must have the knowledge and plan to execute the approach with the approved and justified use of force applied such as:

↑ Level 5 — Use of Deadly Force
In case of emergency & life-threatening situation, you may shot any suspects with/without command given from higher ranks (if really necessary), do not random shot / open fire without any confirmation of the situation / permission.
↑ Level 4 — Use of Less-Lethal Weapons
For an example of a riot which is not conducive or out of control where all the crowd use any of melee weapon to hurt each other/public officials.
↑ Level 3 — Confrontation
Confrontations usually can be ended with a group of officers swarming the suspect and bringing him to the ground with or without a weapons (do not open fire).
↑ Level 2 — Verbalization
When physical presence is not enough to ensure cooperation, officers were taught to issue verbal commands to suspects. In this case all officers may issue any of punishment once they didn't comply the procedures / orders given.
↑ Level 1 — Officer Presence
A presence of a Police Officer is just enough to convince suspects to cooperate. The physical presence may become overwhelming. Calming each of person, gathering all the information/complaints from each person involved.
